SEBM's souvenir zero-euro program has been running since 2017, with Oberthur Fiduciaire producing the notes to genuine banknote specification — same paper, same intaglio printing, same security thread. The Pisa edition joins several hundred location-specific titles in the series. These are legal tender in the technical sense that France has never prohibited their issue, but they are collector items by design, sold at a premium above face and never intended to circulate.
Oberthur's involvement matters: this is not a novelty press run. The feel and security features are indistinguishable from a circulating euro note to casual inspection.
