Euro Souvenir notes are a commercially issued collectible series, not legal tender, produced under license from the European Central Bank by Oberthur Fiduciaire — one of the few private security printers authorized to reproduce the euro format for non-circulating souvenirs. The licensing arrangement requires the zero denomination precisely to prevent any confusion with genuine currency, a condition the ECB has enforced strictly since the program's expansion in the 2010s.
