EuroSouvenir notes occupy a peculiar niche — they are legal souvenir items produced under license from the European Central Bank, which permits the zero-denomination format specifically to avoid any conflict with counterfeiting law. Oberthur Fiduciaire, one of the few security printers in Europe with the technical clearance to produce euro-format material, handles the print run from France.
