EuroSouvenir notes are legal tender novelties — zero-denomination collector pieces produced under license and printed to full European Central Bank security specifications, including the same Oberthur Fiduciaire facility responsible for genuine euro production. That technical parity is the point: the paper, the holograms, the serial numbering are all real. Only the value is absent.
Santorini joined the souvenir euro program as part of a wave of Greek tourism-driven releases. These sell at face price set by the retailer, typically a few euros, making them one of the stranger modern items where the collector premium exists from the moment of purchase.
