The 0 Euro souvenir program was launched in 2015 by Richard Faille's Euro Banknote Memory company, licensing the European Central Bank's visual grammar for notes that are legal-looking but carry no monetary value whatsoever. Oberthur Fiduciaire prints them to genuine banknote specification — security thread, watermark, the works — which is precisely the point: the collectibility depends entirely on the production being indistinguishable from circulating currency in feel and finish.
The Siena issue is one of hundreds of city-themed releases, each sold at face value of a few euros at the tourist site itself. Faille's signature appears on every note in the series regardless of subject.
