Oberthur Fiduciaire has produced the bulk of the zero euro souvenir series since the format was commercialized around 2015, and this Valladolid piece follows that production pipeline exactly — legal-tender security paper, genuine intaglio printing, and EURion constellation placement, all applied to a note with a face value that cannot be tendered anywhere. The paradox is the product. Eurosouvenirs, the Paris-based company that holds the licensing arrangement with the ECB for the series, sells these through tourist outlets at several euros apiece, which makes the denomination printed on them the one number guaranteed to be wrong.
