EuroSouvenir is a private scheme operating under license from the European Central Bank, which permits zero-denomination collector notes to circulate as legal mementos provided they carry the "SPECIMEN" overprint and cannot be mistaken for genuine euro banknotes. Oberthur Fiduciaire — one of the few private security printers with continuous ECB authorization — produces the physical notes at its Rennes facility using genuine security paper, which is why the tactile feel is closer to a circulating euro than most collectors expect.

The zero-denomination format was first introduced in France around 2015 and expanded rapidly through tourist sites across the eurozone. Each release is location-specific, making year and venue the two meaningful variables for collectors tracking the series.
