The zero-euro souvenir note program, launched commercially around 2015 by La Monnaie de Paris and later expanded through licensed distributors, occupies a genuine legal grey area: the notes carry the Euro symbol and ECB-style design conventions but hold no monetary value and are not legal tender. Oberthur Fiduciaire prints them on genuine banknote paper with proper intaglio and security features — the same production standards applied to circulating currency — which is partly the point and partly what makes central bankers uneasy.
Triberg in the Black Forest is best known for its waterfalls and the tourist trade around cuckoo clock manufacturing. R. Faille's signature as CEO appears across the entire Eurosouvenirs series, making it a constant across thousands of distinct regional variants rather than a meaningful authentication mark.
