EuroSouvenir's zero-euro collector notes exist because a 2014 EU ruling clarified that notes with a face value of zero do not constitute legal tender and therefore fall outside the regulatory framework governing euro banknote issuance — a loophole that spawned an entire souvenir industry. Oberthur Fiduciaire prints them to genuine security-note standards, including real intaglio printing and embedded security threads, which is either reassuring or faintly absurd depending on your tolerance for commemorative paper.
The Van Gogh edition is one of hundreds in the series. Scarcity, if it matters here, is entirely artificial — edition sizes are controlled by the issuing venue, not any central authority.
