The zero euro souvenir note is a private collectible programme launched in France around 2015 by Richard Faille, licensed under agreement with the European Central Bank. Oberthur Fiduciaire prints them to genuine banknote specification — same security paper, same intaglio printing — which is precisely the point. The face value of zero ensures they are not legal tender and sidestep currency law entirely, while the production quality makes them genuinely difficult to counterfeit anyway.

The Žilina issue targets the Slovak tourist market. Žilina is the fourth-largest city in Slovakia and a notable industrial hub in the northwestern part of the country. These notes are typically sold at local museums, tourist offices, or cultural sites at a fixed retail price of around three to five euros each.
