This is novelty scrip, not a genuine banknote. No government or central bank has ever issued a one-million-dollar denomination in USD — the highest denomination ever officially circulated in the United States was the $10,000 Federal Reserve Note, last printed in 1945. The "Tombstone" branding and the million-dollar figure place this firmly in the souvenir or promotional category, mass-produced for the tourist trade.
The watermark is a selling point for the novelty market, not a security measure with any monetary function behind it.
