The BCEAO was established in 1959 as the monetary authority for the franc zone territories of French West Africa during the final stage of decolonization — this note belongs to the transitional period when member states were gaining independence but remained bound to the CFA franc and to Banque de France printing arrangements. Both signatories, Tézenas du Montcel and Julienne, held their positions across the full run of this type, which is why signature variety distinguishes date ranges rather than any administrative change.
