Abdoulaye Fadiga served as Governor of the BCEAO from 1975 to 1988, which is why his signature anchors almost every date in this series — the rotating second signature reflects the succession of national ministers across the eight member states, each country holding the rotating presidency in turn. The 1989 and 1990 dates carry Alassane Ouattara's signature as Governor, before he left to serve as Prime Minister of Côte d'Ivoire in 1990 and later, of course, became its president.
The suffix "T" in the Pick reference designates Togo as the issuing member state for this particular note within the common currency framework of the CFA franc zone.
