Estonia's Provisional Government issued this note in 1919 while the country was simultaneously fighting the Estonian War of Independence against both Soviet Russian and German Baltic forces. Currency production under those conditions was necessarily improvised — the notes were printed domestically at a time when securing foreign printing contracts was neither practical nor politically straightforward for an unrecognized republic mid-war.
The marka itself was a short-lived unit. By 1928 Estonia had replaced it with the kroon at a rate of 100 marka to 1 kroon, wiping out whatever purchasing power inflation had left. High-denomination notes like this 1,000 marka were a direct symptom of that inflationary pressure, which began almost from the currency's first day in circulation.
