North Korea's foreign exchange certificates — the so-called "won for foreigners" system — were officially abolished in 2002, making this a transitional issue appearing at precisely the moment the dual-currency regime was being wound down. The parallel currency structure, introduced in the 1970s to segregate hard currency spending by visitors and diplomatic staff from the domestic economy, had long been a source of bureaucratic friction and black-market arbitrage.
