The FAO coin program, launched by the Food and Agriculture Organization in the late 1960s, recruited member nations to issue circulating commemoratives promoting agricultural development and food security themes. Oman joined the program during a period of rapid modernization under Sultan Qaboos, whose 1970 coup against his father had opened the country to foreign investment and institutional development after decades of deliberate isolation.
Mintage for FAO issues from Gulf states during this period was typically modest, with many pieces absorbed by collector sets rather than actual circulation.
