| Chữ khắc mặt sau | PROVINCIA DE JUJUY - TITULO PUBLICO AL PORTADOR Ley No 4248, Articulo 16: Autorizase al Poder Ejecutivo a hacer uso del credito hasta el monto de DIECISEIS MILLONES DE AUSTRALES (A 16.000.000), para cubrir las necesidades de financiamiento presupuestadas en el articulo 6 de la presente Ley, en caso de insuficiencia de las respectivas previsiones. Decreto Acuerdo No 3997-H-86: Articulo 1.- Actuando la autorizacion conferida por el articulo 16 de la Ley 4248 (Ley de Presupuesto) emitase hasta la cantidad de dieciseis millones de australes (A 16.000.000,00) en titulos publicos para ser aplicados al pago de deudas del Estado Provincial. Articulo 2.- Los titulos se emitiran al portador, indicaran el numero de este decreto, la serie correspondiente, contendran las formalidades previstas en los articulos 744 y 745 del Codigo de Comercio, y seran rescatados hasta el 31 de diciembre de 1988, fecha en la que caducaran. Articulo 3.- Los titulos circularan a su valor nominal y gozaran de exencion impositiva con arreglo a las disposiciones del Codigo Fiscal. Seran entregados a los acreedores que los acepten, importando para ellos la cancelacion total e irrevocable del credito que tuvieren contra el Estado Provincial. Articulo 4.- Los tenedores de titulos podran aplicarlos para la cancelacion total o parcial de sus obligaciones con el Estado Provincial cualquiera sea la naturaleza de las mismas. Del mismo modo y forma los organismos estatales deberan utilizar los titulos para extinguir sus deudas entre si. Articulo 5.- Las fianzas, cauciones y garantias podran constituirse a favor del Estado Provincial por medio de los titulos emitidos en virtud del presente decreto. Articulo 6.- A los efectos de lo dispuesto en los articulos anteriores (4 y 5), establezcase la obligacion del Estado Provincial de aceptar los titulos a su valor nominal. Articulo 7.- Los titulos en todas sus series, seran canjeables a su sola presentacion, por moneda de curso legal y a su valor nominal en el Banco de la Provincia de Jujuy y en el Banco de Accion Social. Articulo 8.- Autorizase al Banco de Accion Social a realizar sorteos periodicos que otorguen premios a los tenedores de titulos con las modalidades que se establezcan. Articulo 9.- Las erogaciones que demande el cumplimiento de lo dispuesto en el presente decreto seran atendidas con recursos de rentas generales. Articulo 10.- Dese cuenta a la H. Legislatura y Superior Tribunal de Justicia, comuniquese, publiquese, dese al Registro y Boletin Oficial y tomen razon Fiscalia de Estado y Tribunal de Cuentas. Hagase saber a los municipios, entidades descentralizadas y autarquicas. Jujuy's 1986 Austral emergency issue belongs to the wave of Argentine provincial quasi-money that proliferated as the national government struggled to maintain liquidity during the hyperinflationary spiral of the late 1980s. Provinces issued their own notes — technically bonds or "títulos" — because federal currency simply wasn't reaching them in sufficient quantity. Ciccone Calcografica, the Buenos Aires intaglio printer responsible for much of Argentina's official currency production, printed this series, which gave it a degree of technical credibility that many provincial issues lacked.
The guilloche underprint was essentially the only security barrier. Easy to replicate by the standards of the period.
