Private food stamp scrip of this kind filled a very specific regulatory gap in the United States food stamp program: federal rules prohibited giving cash change for food stamp purchases, which left retailers and customers alike stranded on odd-cent balances. Stores like Easter's Super Valu issued their own paper scrip redeemable only in-store to get around the problem cleanly. The practice was tolerated, then regulated, then eventually rendered obsolete when EBT card systems eliminated the change problem entirely.
