Meijer's in-store scrip dates to the company's aggressive expansion in the 1960s, when founder Hendrik Meijer was pushing the thrifty acres superstore format across Michigan. These cents were almost certainly issued as change-making instruments — a practical solution when coin shortages hit American retail during the mid-1960s copper cent hoarding crisis, when customers were pulling coins out of circulation faster than the Mint could replace them.
Retail scrip of this type was broadly tolerated rather than legally sanctioned. Its survival rate is low simply because nobody thought to keep it.
