The Phoenix Division designation points to regional rather than corporate-level issuance, meaning these circulated within a specific store network rather than systemwide.
Retail scrip of this type was never redeemable for cash, only against purchases, which kept it firmly within the issuer's ecosystem. Few customers bothered to save it.
