Torre de Moncorvo is a small municipality in Trás-os-Montes, the remote northeastern corner of Portugal, and its câmara issued this cédula during the acute coin shortage that paralyzed local commerce across Portugal in the early 1920s. Municipal and parish authorities throughout the country were authorized to print their own low-denomination emergency paper, and hundreds of distinct issues appeared between roughly 1917 and 1925 — Torre de Moncorvo's being among the more obscure.
The A. Queiroz designer credit is local; these cédulas were typically produced by small regional printers with no connection to the Casa da Moeda.
