Vigo's municipal government issued cardboard emergency money in 1937 because the Spanish Civil War had caused a catastrophic shortage of metal coinage — copper and other base metals were being redirected toward the Nationalist war effort. Dozens of Spanish municipalities improvised their own local fractional currency that year, but cardboard issues are among the most fragile survivors; most circulated to destruction within months of issue.
