The Croatian Red Cross issued its own emergency scrip during the chaotic post-Yugoslav dissolution period, when institutional funding collapsed and conventional payment infrastructure became unreliable in affected regions. These notes functioned as internal vouchers rather than currency in any legal sense — redeemable within specific aid networks, not at any bank.
