China issued no standard coinage under that name in 1938 — the country was fractured between the Nationalist government, Japanese occupation administrations, and Communist-controlled regions, none of which produced a "People's Republic of China" dollar in that year. The PRC itself wasn't founded until 1949. The X# prefix in the reference places this outside mainstream coinage entirely, cataloged among fantasy pieces, struck counterfeits, or medallic issues of uncertain origin.
