The attribution here is contradictory on its face — Cook Islands issues its own currency under a New Zealand monetary arrangement and has no issuing relationship with Papua New Guinea, which maintains its own kina. This piece is almost certainly a privately commissioned novelty or fantasy issue, a category that proliferated sharply after 2010 as a number of mints began producing legal-tender-labeled collectibles for small Pacific jurisdictions with minimal oversight of the authorizing process.
