Issued in the first year of the Republic, this note was authorized by the Ministry of War to meet immediate military payroll demands during the chaotic transition from Qing rule. The new republican government had inherited a treasury near collapse and no functioning central bank — military scrip was a stopgap while financial institutions were still being constituted.
Year 1 of the Republic of China corresponds to 1912. Notes bearing this date are among the earliest instruments issued under republican authority, predating the more organized currency arrangements that followed Yuan Shikai's consolidation of power.
