Palau's late-1990s gold miniature series targeted the collector market directly, issued under a licensing arrangement that gave the island nation nominal authority over small-denomination commemoratives it had no practical monetary use for. The "Shark" dollar was part of that marine life run, struck in fractional gold at a size calibrated to hit a low retail price point rather than serve any circulation function.
KM#82 is one of several issues from this period where Palau's name appears on legal tender that never touched Palauan hands.
