Malta struck these specimen pieces in 2003–2004 as part of its pre-accession Euro coinage program, produced ahead of the country's formal entry into the European Union on 1 May 2004. They were never legal tender and carried no official ECB authorization — promotional issues intended to build public familiarity with the incoming currency before Malta had any authority to actually mint Euro denominations.
The Central Bank of Malta commissioned the series through a period of significant political transition, with EU membership negotiations having only concluded in December 2002.
