The 1975 gold striking of this denomination almost certainly originates from the Franklin Mint's involvement with Jordan during this period, when the Philadelphia-based private mint held contracts with numerous Middle Eastern states to produce proof and pattern sets. The fils denomination itself was already economically marginal by 1975 — inflation had rendered the lowest subunit essentially notional in daily commerce.
