The Bahraini fils denomination traces back to the founding of the Bahrain Currency Board in 1965, which replaced the Gulf rupee following its collapse due to Indian devaluation pressure. KM#1a is a proof restrike of the original circulation type, issued under the Bahrain Monetary Agency — the central banking authority established in 1973 following full independence from Britain. Proof restrikes of low-denomination fils in silver were produced primarily for collector sets rather than any monetary purpose, a practice common across Gulf states in the early 1980s as oil revenues funded ambitious numismatic programs.
