Vlorë's municipal kartat (cart notes) of 1924 were emergency fractional currency issued by the city administration to address a chronic shortage of small-denomination coinage — a problem that plagued much of Albania throughout the early 1920s as the newly independent state struggled to establish a functioning monetary system. The Albanian franc itself was not yet on stable footing, and local authorities in several cities took matters into their own hands.

These municipal issues were never legal tender beyond their issuing locality and circulated almost exclusively in the Vlorë bazaar economy. Survival rates are low — the paper was thin, the notes were used hard, and few were ever formally redeemed.
