The Chatham Islands sits roughly 800 kilometres east of mainland New Zealand and has its own timezone, its own Moriori heritage, and apparently its own souvenir currency operation. The Pacific Overseas Exchange Office is not a government authority — these Koha notes are a private issue with no legal tender status anywhere, produced as collectibles and novelty exchange instruments aimed at tourists visiting the archipelago.

Applied Currency Concepts, based in Australia, specialised in exactly this niche: low-volume polymer novelty notes for regional and commemorative purposes. The polymer substrate gives the piece a durability far exceeding any circulation demand it would ever actually face.
