The Banca Generală Română was not a Romanian institution in any meaningful sense — it was a German-controlled occupation bank established after Bucharest fell to the Central Powers in December 1916. Its notes, including this 1 Leu, were issued to fund German military expenditure in occupied Wallachia and Moldavia, effectively extracting resources from the local economy through printed money rather than direct requisition.
The "Printed: 30.04.1945" date in catalog records almost certainly reflects a later administrative entry or reclassification, not an actual press date — the series was issued during the occupation period of 1917–1918.
