Slovenia's 1 Lipa was among the first notes issued after independence in 1991, part of the transitional tolar series that replaced Yugoslav dinars still circulating in the republic. At 1 lipa — one-hundredth of a tolar — the denomination had almost no practical purchasing power from the moment of issue, and these low-value notes were phased out of active circulation almost immediately.

Paper composition at this denomination was a deliberate stopgap measure. The notes were printed under considerable time pressure, Slovenia having declared independence in June 1991 and needing a functioning currency within weeks.
