The Polska Krajowa Kasa Pożyczkowa was not an independent Polish institution in any meaningful sense — it was established in December 1916 by the German occupying administration to replace Russian ruble circulation in the German-controlled General Government of Warsaw with a new mark-based currency. The bank's Polish name was largely cosmetic, a concession to the fiction of the nominally independent Kingdom of Poland proclaimed that same year.
Reichsdruckerei in Berlin printed the entire series. The watermarked paper was the primary security measure for the low denominations, where elaborate intaglio work was considered uneconomical.
