Wejherowo's 1920 emergency issue belongs to the brief, chaotic window between German withdrawal and the formal incorporation of Pomerelia into the newly reconstituted Polish state following the Treaty of Versailles. Local administrations across the region issued their own small-denomination paper out of simple necessity — Polish coins and banknotes were not yet in circulation, German marks were being refused or hoarded, and commerce needed something to function on.

These powiat-level issues had no central authorization and wildly inconsistent print runs. Survival rates are difficult to establish because no systematic records were kept by the issuing offices.
