Montenegro was not an independent republic in 1991 — it was still a constituent part of the Socialist Federal Republic of Yugoslavia, which formally dissolved that same year. This note was never legal tender. Štamparija "Rujno" in Užice was a commercial print house, not a state security printer, and the issue was produced as a souvenir or commemorative item, anticipating or symbolically asserting a Montenegrin monetary identity that would not become a political reality for another decade and a half.

Vergović's involvement suggests local design talent was used rather than any official mint or currency bureau. The Užice connection is worth noting — the town had its own brief monetary history as the center of the short-lived Užice Republic in 1941.
