Municipal emergency notes from Spanish Civil War-era town administrations fill a peculiar corner of Republican-zone numismatics. Huelma, a small municipality in Jaén province, issued low-denomination paper to address the acute shortage of fractional coinage that crippled local commerce after 1936 — the hoarding and melting of metallic currency left villages functionally unable to make change for everyday transactions.
Provincial and municipal issues like this one were tolerated rather than formally authorized by the Republican government, which repeatedly tried and failed to suppress parallel local emission.
