Pla de Ter is a small municipality in the Osona comarca of Catalonia, and like hundreds of other Catalan and Spanish towns, it issued its own emergency paper money during the Civil War when the Republican government's coin shortage became acute. The silver and copper had largely vanished from circulation by mid-1936 — hoarded, melted, or simply gone — leaving local councils scrambling to fill the gap with whatever printing resources they had at hand.

The Turró catalogue documents over two thousand such emissions. That this one carries an official stamp rather than any embedded security printing tells you exactly how improvised the whole exercise was.
