I. Consell General de les Valls d`Andorra. Essent els Presents vales divisionaris dels bitllets del Banc d`Espanya de valor de vint-i-cinc pessetes i superiors, - s`enten els bitllets que`s troban ja en circulació en aquesta data - seguiran les mateixes fluctuacions que les suportades per els mencionats bitllets espanyols. Aquets vales serán reintegrats el mès tard, el 31 desembre 1938. The Consell General de les Valls d'Andorra — the country's governing council, not a bank — issued paper currency in 1936 under the pressures of the Spanish Civil War, which had effectively disrupted coin supplies flowing through the Pyrenees. Andorra had no central bank and no real monetary infrastructure of its own; these notes were a practical stopgap, issued by a parliamentary body filling a role it was never designed for.
The second issue of the 1 Pesseta is notably scarcer than the first, with far fewer examples known to have survived outside Andorran institutional collections.
