This is not a Bank of Canada issue. "1 Pet Canada" is a novelty or promotional item — the kind of thing printed as a joke currency or local commemorative, not a circulating banknote. Imprimerie Guy Frenette Inc. was a commercial print shop in Chicoutimi, not a security printer with a central bank contract.
Without more documentation on the issuing organization or purpose, this piece belongs in ephemera rather than banknote holdings proper.
