Waldenburg — now Wałbrzych in southwestern Poland — was a coal-mining center whose wartime labor demands created acute small-change shortages. This 1 Pfennig Notgeld was issued by the Stadthauptkasse, the municipal treasury, as a purely local stopgap. The coal economy ran on small transactions, and the absence of low-denomination coinage was a practical daily problem, not an abstraction.
The Gra# reference places this in Grabowski's Notgeld catalog, suffix "b" indicating a recognized variety — likely a color or paper stock difference from the "a" type.
