Diedenhofen — the German name for Thionville in Lorraine — was under German administration during World War I, and this 1 Pfennig note was issued by the prisoner-of-war camp administration there to control internal purchasing among captives. Camp scrip of this type served a deliberate containment function: it prevented prisoners from accumulating Reich currency that could fund escape attempts or be hoarded for use outside the wire.
Denominations this small are among the most fragile survivors of the German PoW camp currency system — handled constantly, rarely preserved.
