Germersheim's prisoner-of-war camp operated under the 2nd Bavarian Army Corps during the First World War, and the fractional pfennig denominations issued there reflect a genuine administrative headache: how to handle petty transactions inside a closed camp economy when standard Reichsmark coinage was either withheld or impractical to manage at scale. The 1 Pfennig piece is the lowest denomination in the series, which meant it circulated hardest and survived least.
