Cambodia's Ministère du Tourisme issued this bon in 1960 as a scrip voucher intended for foreign visitors — a controlled mechanism to capture hard currency at a time when the Sihanouk government was actively managing foreign exchange flows outside the formal banking system. It was never legal tender in any conventional sense.

The bon touristique series sits in an awkward classificatory space: part coupon, part currency substitute, issued by a ministry rather than the Banque Nationale du Cambodge. That alone makes it an unusual artifact of mid-century Cambodian economic administration.
