The 1 Rouble notes of the Russian State Bank issued in the 1890s occupied an odd position in the monetary system — small enough in face value that they circulated hard and wore out quickly, yet the State Printing Works in St. Petersburg produced them to a standard that far exceeded what daily handling warranted. The result is that genuinely uncirculated examples are disproportionately rare for such a low denomination.
Russia's convertible credit ruble system was stabilized by Witte's currency reform, formalized in 1897, placing the ruble on a gold standard. This 1895 note predates that reform by two years, issued under the old credit system before convertibility was guaranteed.
