The Georgian Democratic Republic issued this 1 Rouble during a period of genuine political independence — the state had declared sovereignty in May 1918 following the collapse of the Transcaucasian Federative Republic, and its paper currency was a direct assertion of that separation from both Russia and the short-lived Transcaucasian experiment. The low denomination was primarily for daily petty commerce, but rampant inflation throughout 1919–1920 eroded its purchasing power quickly.
Georgian notes of this series were printed locally under difficult conditions, which shows in the comparatively modest production quality relative to contemporaneous Caucasian issues printed abroad.
