Guernsey's occupation currency was produced under German administrative pressure but issued by the States of Guernsey itself — a deliberate arrangement that maintained a veneer of local governance while the occupiers avoided the political awkwardness of printing reichsmarks for a Crown dependency. The 1 Shilling 3 Pence denomination is peculiar: it exists because the island's pre-war slot machines and meters required exact change in that amount, and keeping commerce functional was in everyone's interest.
Printed locally on whatever paper stock was available, the notes show considerable variation in paper quality across the series — a direct consequence of wartime supply constraints rather than any manufacturing inconsistency.
