Somalia's shilling has existed in a state of monetary limbo for decades — the central bank effectively collapsed with the state in 1991, and for much of the intervening period no functioning monetary authority controlled the currency at all. Private warlords and regional administrations filled the void by importing counterfeit shilling notes printed abroad, primarily in Canada. The reappearance of officially issued coinage in the 2010s reflects the fragile reassertion of the Federal Government, though dollarization remains the practical reality for most transactions.
