Bank Polski operated under strict Russian Imperial oversight following the crushing of the November Uprising in 1830, and by 1858 its note issues were effectively instruments of Russian monetary policy dressed in Polish institutional clothing. The Silver Rouble denomination — not the złoty — signals exactly where authority actually resided: Warsaw's banking apparatus had been fully subordinated to St. Petersburg's monetary system after 1841, when the złoty was officially abolished as a unit of account.

The P#A45 designation reflects catalog uncertainty about the full issuance record; surviving examples are sparse enough that precise mintage figures remain unknown.
